I like him too...well, not like him, but I understand why his character is the way he is. I have a whole backstory for him in my mind. Though I don't think that he takes personal enjoyment from treating Peter like he does, he is just a sticker to the rules, and most likely a little bit annoyed that his contribution doesn't get the same attention as big arrests.
