Regarding the parachute, I think Moz was going to collect it just after Neal handed off the rest of his gear. So it won't be on the streets all that long, and those who did see the jump - and certainly some folks did - will most likely assume it's a tv show or movie filming. :) And even if someone goes into the building and says something to the effect of "oh my god someone just jumped off your building with a parachute!!!!"....well, the guys at the desk are going to say "yeah, whatever." Especially if the proof - the parachute silk - is gone via Mozzie. Said person will have to say it to Peter, Diana, Jones, or Peter's mentor who's name I forget for someone to 1) believe them about the parachute and 2) connect it to something Neal might do. Possible, but I think Neal figured that it was worth the risk, and he had no other option.
